Abstract

This dissertation analyses the role of the School Council in promoting participatory management in secondary education, using Escola Secundária K, in Nampula Province, as a case study for the period 2023–2024. The study is grounded on the assumption that the participation of different educational stakeholders—school management, teachers, students, parents, and the local community—constitutes a central element for the democratization of school management and for improving educational quality. Methodologically, the research adopts a qualitative approach within the interpretive paradigm, using the case study as the main research strategy. Data were collected through semi-structured interviews, direct observation, and documentary analysis, involving members of the School Council as well as relevant institutional documents. Content analysis was used as the main analytical technique, allowing the organization of results into thematic categories and subcategories aligned with the research objectives. The findings indicate that the School Council plays a relevant role in decision-making processes, which mainly focus on administrative, infrastructural, and organizational activities, contributing to improved physical conditions, school safety, and the overall school climate. However, the study reveals that monitoring, evaluation, and feedback processes are not formally structured and that there is a strong dependence on the leadership of the school management and the Council’s president. Community participation is visible, but it occurs mainly in response to invitations, being more reactive than proactive. Therefore, despite observable progress in participatory management, challenges remain, including the centralization of decisions, the limited pedagogical involvement of the School Council, and the need to strengthen systematic monitoring and evaluation practices so that participation in school management becomes more effective and transformative.
